The Bush Doctrine? What's That?

This, to me, seemed a tricky question. If she says she agrees with the Bush Doctrine, she's getting too close to the Administration. If she says she doesn't agree with it, she's going to alienate a large chunk of the GOP base. The problem is, she doesn't know what the Bush Doctrine is!
